Mickey Edwards, Vice President, The Aspen Institute

The American electoral system and the internal mechanics of Congress have evolved in such a way as to impede the ability of the federal government to act effectively in the national interest. The presentation will focus on the problems that have resulted from this system, how they undermine the constitutional design for representative government, and what changes are required to eliminate the dysfunction that currently exists in both the federal government and many state and local governments.

Mickey Edwards served in Congress for 16 years and was a member of The House Republican leadership and held senior positions on both the Appropriations and Budget committees. Since leaving Congress, he has taught at Harvard, Princeton, and Georgetown Universities. He has been a columnist for the Chicago Tribune, Los Angeles Times, Boston Globe, and other newspapers, and for the Atlantic magazine, and broadcast a weekly political commentary on National Public Radio¿s `All Things Considered.¿ He is now a vice president of the Aspen Institute and visiting scholar at the National Constitution Center. His most recent book is "The Parties versus the People: How to turn Republicans and Democrats into Americans.¿
